INCBA Announces 2026–2028 Board Election Results

Thank you to everyone who put their name forward this election cycle, and to every member who took the time to vote. The results are in, and five leaders are joining the Board — one familiar face returning to his seat, and four new additions.

Congratulations to Zack Kobrin, Kyle Finnegan, Steve Okoroha, Jason Moscovici, and Jason Adelstone.



Zack Kobrin — Reelected

Partner, Saul Ewing LLP

Zack returns to the Board after three years of service, bringing a decade of INCBA membership and a well-established reputation as a thought leader in the cannabis law space. Before entering private practice, he served as General Counsel and Chief Compliance Officer for a publicly traded, multi-state cannabis company. That experience informs his approach to this next term: as the industry moves toward greater normalization and competition increases, Zack intends to draw on his background navigating uncertainty for clients and organizations alike to help extend INCBA’s credibility into adjacent practice areas — including hemp, tax, and mainstream commercial law — while preserving the reputation it has built over the past decade.

Kyle Finnegan

Partner, Ice Miller LLP

A litigator by trade, Kyle joins the Board with substantial institutional knowledge of INCBA already in hand, having chaired the CLE Committee and led programming for CLS2024, CLI2025, and CLI2026. His priorities for the organization are direct: grow membership by engaging emerging markets and forming partnerships with law-adjacent businesses, and reengage members whose participation has lapsed rather than waiting for them to return on their own. He views membership growth and organizational revenue as closely linked, and his record of building consensus across INCBA’s committees positions him well to lead that effort.

Steve Okoroha

Managing Attorney, Lawyer Up Legal Services

Steve has already contributed to INCBA’s growth as Events Committee Co-Chair, and he envisions the organization becoming the leading interpretive authority on cannabis law nationwide. He advocates achieving that standing through stronger local and state-level partnerships that introduce INCBA to non-lawyers who have not yet recognized the value of the association. Known for his ability to delegate effectively and leverage the strengths of those around him, Steve brings organizational discipline to a Board navigating real uncertainty around federal rescheduling and decriminalization.

Jason Moscovici

Founder & President, Provisions Legal Services Inc.

A lawyer and biochemist based in Canada, Jason brings a valuable international perspective to the Board. His practice spans intellectual property and regulatory compliance across cannabis, pharmaceuticals, and other tightly regulated industries. He believes INCBA’s growth internationally will, in turn, strengthen its relevance domestically — much as intellectual property law has long relied on networks of international correspondents to inform local practice. He describes his leadership approach as collaborative: seeking guidance from those with direct expertise, listening carefully, and making decisions accordingly.

Jason Adelstone

Attorney/MBA, Harris Sliwoski LLP

Denver-based Jason brings a distinctive background to the Board — a recognized authority on international drug treaties whose career path included logistics work in Antarctica and nearly two decades in the restaurant industry before entering law. His priority for INCBA is clear: an organization with “International” in its name should reflect that scope in its leadership, programming, and membership, engaging the global cannabis legal community in a meaningful way. He describes his leadership approach as pragmatic and fact-driven, marked by a willingness to take initiative balanced with a readiness to defer to others when appropriate.

INCBA Europe Conference at CB Expo in Zurich 2022 – a great success!

  On the weekend of September 10th, INCBA hosted the first ever Conference for Cannabis Lawyers in Europe at the CB Expo. Over the course of two days, seventeen attorneys from Europe and the US presented seven sessions on the main legal issues facing the European cannabis market. Topics included the principle of free movement of hemp and cannabis products within the EU, the legal classification of CBD products as food or cosmetics, contractual aspects of importing cannabis products into the EU, the legal hurdles in the legalization of recreational cannabis, and much more. Illinois Governor J.B. Pritzker Set to Deliver Keynote Speech at INCBA Cannabis Law Institute 2024, Alongside Other Industry Leaders

Chicago, IL – July 10, 2024 – The International Cannabis Bar Association  (INCBA) announced today that the Cannabis Law Institute sm  (CLI 2024) will feature Illinois Governor J.B. Pritzker as the keynote speaker on Thursday July 25th. The event is scheduled to take place on July 25-26, 2024, at the Northwestern University Pritzker School of Law in Chicago, Illinois. INCBA Statement on Recriminalization of Hemp in the United States

For immediate release  November 20, 2025  Last week, after the longest shutdown in US history, Congress re-opened the federal government after passing the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026 . One effect of the bill is to recriminalize hemp-related activity previously made lawful under the 2018 Farm Bill by banning most hemp products that contain THC and other hemp-derived cannabinoids. The International Cannabis Bar Association (INCBA) recognizes that this new law will have a significant impact on the legal work of its attorney members and the businesses of their clients, in addition to the ongoing challenges to the cannabis industry as a whole and is prepared to meet the moment head on.   The legislative language requires, among other things, that upon the one-year anniversary of its enactment the definition of “hemp” will change to encompass total THC—including delta-9, delta-8...
